Social and Affordable Homes Programme
The government’s decision to open bidding for a new ten-year Social and Affordable Homes Programme is one of the most significant long-term funding commitments to affordable housing in recent years.

Through Homes England, at least £27 billion will be made available between 2026 and 2036, giving registered providers, local authorities and delivery partners something the sector has been asking for: certainty.
The real value here is not just the size of the funding pot, but the fact it runs for a full decade. A longer-term programme allows organisations to think beyond short funding cycles and plan properly — assembling land, structuring joint ventures and delivering schemes in sensible phases. This stability is particularly important given the current slowdown in the private new homes market. Many housebuilders have reduced output in response to softer demand and affordability pressures. In that environment, a strong, grant-backed affordable housing programme can act as a steadying force. It helps keep sites active, supports subcontractors and protects jobs across the supply chain when open-market sales alone may not sustain delivery levels.
There is also a welcome emphasis on social rent, reflecting the scale of housing need across England.
